As of now, states that do NOT require a SSN that you CAN apply to include:New York, Texas, Illinois, Connecticut, Minnesota, West Virginia, Idaho, Washington, Texas, Ohio, Montana, and Colorado. The remaining states do require US Citizenship/residence proven with a Social Security Number (SSN).
